Scope of Work

The Program Director is responsible for the overall effectiveness, sustainability and growth of SYCAC’s programs. The position faces both inward to the organization’s existing commitments, and outward toward donors, partners and government actors. In consultation with the Istanbul-based Executive Director, the Program Director ensures high quality programming through line management of the Program Coordinator, the Senior Field Coordinator and the Admin and Finance Officer, while generating new opportunities for SYCAC through regular meetings in Gaziantep and at Syria-focused working groups.

 

Work Context 

The Syrian Civil Administration Center (SYCAC) was founded in September 2012 by a group of Syrian activists seeking to promote peaceful solutions to the conflict in their country. Headquartered in Gaziantep, Turkey, the organization specializes in building the capacities of Syrian local and provincial councils through training programs inside Syria. Currently SYCAC has 33 staff both in Turkey and inside Syria and is partnered with the international governance specialists National Democratic Institute and Creative Associates International to promote effective governance in Idlib, Aleppo and the Damascus suburbs.

 

 

 

Main Duties & Responsibilities

 

 Strategic Planning and Management

  • Identify SYCAC’s strategic goals, develop and implement actions towards their implementation in cooperation with the Senior Management Team;
  • Manages and oversees day to day operations in Turkey and Syria;
  • Lead SYCAC’s growth into existing and new sectors by spearheading concept note and proposal development, including budget development and field assessments
  • Draft and approve internal policies, SOPs and other regulation and follow up on their implementation
  • Closely follow political and security developments inside Syria and assess their impact on SYCAC programming

 

 Program Quality and Development

  • Seek out inefficiencies in program delivery and work with Program Coordinator and other interlocutors  to identify solutions
  • Promote a team approach and positive learning environment to consistently enhance the quality of design and implementation of SYCAC’s work
  • Ensure compliance with Turkish law and regulations as well as regulations imposed by funding entities, together with Admin Finance Officer

 

 Representation and Coordination

  • Responsible for official communication with donors, including the signature of contracts, memoranda, and project amendment requestsEnsure that SYCAC is well represented and visible in the donor community, among key partners, and within coordination fora, delegating as appropriate to program staff

  • Maintain and expand coordination with local government actors including Gaziantep Municipality and other actors that are leading reconstruction in areas liberated during Operation Euphrates Shield
  • Represent SYCAC in cluster meetings, working groups and other coordination bodies
  • Develop and maintain a high level of understanding of donor priorities, country plans and planned funding initiatives
  • Design and implement fundraising strategy; Works towards diversification of SYCAC’s funding portfolio;

Human Resource Management

  • Develop a positive work environment for all staff supported by a professional level human resource management function
  • Support and hold management staff accountable for providing staff development opportunities and planning
  • Line management of Program Coordinator, Senior Field Coordinator and Admin and Finance Officer
  • Oversee staff evaluations and disciplinary matters

 

Qualifications

 

Required

  • Master degree in political science, international relations, economics, public administration or related field
  • 8 years’ experience managing governance, development or humanitarian programs
  • Ability to systematically implement steps toward a strategic vision
  • Capacity to draft internal policies, SOPs, proposals, concept notes and reports in nuanced and technical English
  • Clear understanding of donor priorities in Syria and Turkey
  • Team-player with good interpersonal skills
  • Good planning and organizational skills
  • Able to set priorities and work with deadlines
  • Advanced English language skills

 

 

 

Desired

  • Arabic language skills
  • Turkish citizenship or permanent work and residency permit in Turkey
  • Knowledge of US, UK, UN and EU financial rules and regulations
  • Familiarity with Syrian context, including constellation of actors

The position is located in category VI1 of the SYCAC salary scale which ranges from 2,750 to 4,263 USD net per month depending on qualifications and experience.
